First Release of Telegram+ Messenger was published on April 29,2017 only on Mediafire link. Then Telegram+ was published on other sites Uptodown Site and Aptoide Store. The fact that Telegram+ is an open-source application means that any user can add or suggest his or her own features to this improved version, adding more & more elements and functions each times it updates.
